Thematic Network on Safety and Reliability of Industrial Products, Systems and Structures

  The organisation of the Network is given in the following figure:

European Commission
The European Commission is represented by Mr. Georgios Katalagariananakis who is the Project Officer responsible for SAFERELNET.
The contacts between the Project Officer and the Consortium are made through the Co-ordinator.
The Project Officer has nominated two external auditors to follow up the project activity and to participate in the Network activities, which includes attending the Steering Committee Meetings. The EC representatives will be from parallel-related societies or networking activities. They will provide continuous liaison with other organisations also dealing with safety and reliability.

Network Coordinator
The thematic network is co-ordinated by Instituto Superior Técnico (IST) who is responsible for administration of the network, structuring of the compiled information, dissemination of results and contacts with the Commission. In addition to the Network Co-ordinator (Carlos Guedes Soares), and Deputy Network Co-ordinator (Ângelo Teixeira), IST will also supply the Network Secretariat that will take care of the smooth running of the network.

Network Steering Committee
The Network Steering Committee is responsible for strategic decisions and for solving problems that may appear in the network during the project period. The Network Steering Committee is responsible for approval of project deliverables according to plans. It is in charge of high-level technical co-ordination, financial management of the network and see to that proper liaison is maintained with parallel-related activities. If common agreement is not obtained, majority decisions will be implemented with double vote for the co-ordinator representative in case of an equal split of votes.

The Steering Committee consists of representatives for the companies and institutions that are Workpackage Leaders, the Secretariat and the Network Co-ordinator. Consequently, the Steering Committee consists of representatives from the following companies/institutions:

The Network Steering Committee will have between 2 and 4 meetings per year. The project consortium will meet 2 times a year preferably in connection with the Steering Committee meetings. Each WP can arrange 3 meeting per year, two of which are related to the project meetings.

Members of the Network Steering Committee will assist the Network Co-ordinator in Specific management duties. The following responsibilities have been identified and assigned:

Network Industrial Committee
The principal objective of the Network Industrial Committee is to ensure that the results from SAFERELNET are relevant to the needs of Industry. This Committee has the responsibility of identifying relevant industrial problems associated with the contents of the various tasks. This will ensure that the network participants are well focused on problems of industrial relevance, and will from the start review and advise on the appropriateness of the planned deliverables and milestones.

The Members of the Industrial Committee are expected to:
• To identify industrially relevant problems and key issues in the areas of safety and reliability to be addressed by SAFERELNET.
• To participate in Workshops organised by SAFERELNET
• To contribute necessary data, for example for the execution of Benchmark and Case Studies, where possible.
• To review key deliverables from SAFERELNET and provide timely comments to ensure that the outputs are relevant to the needs of the industry.

Members were invited to participate in this Committee based on the agreement of the Network Steering Committee. It is envisaged that the Industrial Committee will comprise “end users” with at least one member from each of the industrial areas represented in WP10.

Network Liaison Committee
The main objective of the Network Liaison Committee is to provide input into the Network in terms of information and advice based on their members’ experience and work performed; and, secondly, to receive information produced within the Network for review and dissemination within their organisations or networks.

Members are invited to participate in this Committee based on the agreement of the Network Steering Committee. Membership will be granted should the organisation be considered to be in a position to provide and disseminate information to and from the SAFERELNET Thematic Network in accordance to the Liaison Committee’s objectives.

The specific aspects of the information to be exchanged with each member of the Liaison Committee will be agreed on case-by-case depending on the interest areas of each member.

The Network Co-ordinator, or his nominated deputy will supply progress on the Network’s activities to the Liaison Committee. Where relevant, direct contact between Work Package leaders and individual members of the Liaison Committee may follow.

Members of the Liaison Committee will be invited to attend the public part of the SAFERELNET Workshops and encouraged to participate in these events.

WP leaders
The WP leaders are responsible for the work packages, assisted by the task leaders responsible for the tasks in each workpackage. The WP leaders are responsible for developing and carrying out a detailed work plan based on the overall description for each WP. The workpackage leaders are responsible for dissemination of results and communication with participants that have committed themselves to the WP. They are also responsible for preparation of the reports for each WP. The WP coordinators are responsible for arranging workshops and meetings for the WP. However, co-ordination with the Network Coordinator will take place to establish joint meetings with other WPs and Network meetings. The Task Leaders report progress to the responsible WP leaders.

Task leaders
Each WP will have task leaders, who assist the WP coordinators in executing and reporting of the integrative work. The Task Leaders assist in collecting information on state-of-the-art and transferable technologies, performing technology assessment, and identifying research and development needs for the designed task. In this work, the task leader shall draw upon the collective information and competence of all network participants. The task leader will deliver the products of his work to the WP coordinator in suitable format for further editing.

Network Participants
The network participants shall actively participate in the network activities designated by the participants themselves. They shall provide input to integrative work based on own knowledge and experience, and disseminate information generated by the network through channels available in their own environment. All participants have this responsibility, independent of other roles in the Network.

Network Observers
After the signature of the contract with the European Commission the Network still accepts new participants, which however cannot be funded by the Commission. They are expected to participate in the work of the Network with similar rights and duties and will be required to sign an Observer's Agreement.
